国家发展改革委关于改革天然气出厂价格形成机制及近期适当提高天然气出厂价格的通知
各省、自治区、直辖市发展改革委、物价局，中国石油天然气集团公司、中国石油化工集团公司：
为理顺天然气价格，促进节约用气，优化用气结构，促进天然气工业的持续健康发展，保证国内天然气市场供应，经报请国务院批准，决定改革天然气出厂价格形成机制，并适当提高天然气出厂价格。现将有关事项通知如下：
一、改革天然气出厂价格形成机制的目标和原则
近期改革天然气出厂价格形成机制的目标是：进一步规范价格管理；逐步提高价格水平，理顺与可替代能源的价格关系；建立与可替代能源价格挂钩和动态调整的机制。从长远看，随着竞争性市场结构的建立，天然气出厂价格最终应通过市场竞争形成。
改革天然气出厂价格形成机制遵循的原则，一是要体现价值规律的要求，促进天然气资源开发利用。二是有利于促进天然气资源节约和合理使用，以及天然气工业可持续发展。三是有利于逐步引入市场竞争机制，创造公平竞争的市场环境，加快天然气价格的市场化进程。四是兼顾投资者、经营者和消费者之间
